it envovole with happiniess, ocne it reaches max happiness wen u talk to the lady that check the poks happiness in safron and vermillian it will say It looks really happy! It must love you a lot.' after it reaches that lvl of happiness u lvl it up ocne and it will envovle
to increase happiness u can just walk battle with it and win
dont let it faint it will decrease happiness

well some things on this game are a bit different than actual pokemon gameboy series. So its a respectable question and in my opinion i wold prefer him to ask on the forums. Its a little activity and gives us something to do on here
