Dodrio does it exist?

I'm looking for a Dodrio dose it exist in this game?

If so, where can i find such a Pokemon?

nope dodrio cannot be accessed at this point of the game since the level cap is level 30 and to get it you need to be level 31. Close but not close enough

I'm not asking if I can get it via leveling.

I'm asking if there is an area where I can get one below it's normal evolving level, for example Spearows evolve at level 20 but you can find Fearows at level 18...I'm asking if there's and area that has a evolved Dodrios in it that are evolved but not level 30.

I DO remember to Dodrios, but slightly... Maybe they are in the wild, or just remembering to the NPC trainers... :S

well as i said they are NOT accessible, that should be answer enough. But yea NPC's have them.
