Pokemon YOU Caught:
-Can reach level 100.
-Will obey up to level 100.

Pokemon Traded TO YOU, but was Caught by SOMEONE ELSE:
-Can reach level 100.
-Will obey up to level 33.

Pokemon YOU Caught, got Traded to SOMEONE ELSE, then got Traded back TO YOU:
-Can reach level 100.
-Will obey up to level 100.

You do mean traded?
Because my Venasaur is lvl 65.

There is no limit.

Any Pokemon you catch will always obey.
If you have all the badges ( first 8 ) :
Any Pokemon you didnt catch will obey to lvl 30 and you can trade Pokemon up to lvl 25.
Note: If it obeys to lvl 30, that doesnt meen it cant get 31 or lvl 100 for that matter.

ok but i just read the badges and the last badge said pokemon obey up to level 33 so i just went by that but like wild pokemon you catch go to level 100 and say a hitmonlee you win from Roy can only go to level 33?

Yeah sorry, my mistake, it's lvl 33.
And no, the hitmonlee you get from roy CAN go to lvl 100.
It just won't obey after lvl 33.

Of course, you could always breed out that hitmonlee to get one that will obey...

does this mean the new updated citrine is available to the public? If it is , then I haven't been able to play it.

No, the catcher is determined on catching, if you trade the Pokemon over 10 people and get it back from the 10th it will still listen to you.

cool i thought there would be a cap but never mind xD

well 100 is the cap XD but they ment it in another way like no cap in trading
